Outdoor Porcelain Pavers: Specification, Customs and US/Korea Review

Outdoor porcelain pavers are often sold in China as ceramic “PC bricks,” but that shorthand is not a reliable international product description. For United States, Korean and other international projects, the enquiry should identify a fired ceramic or porcelain paving product and then define the exact model, test evidence, installation system and destination requirements.

This guide applies to stone-look outdoor ceramic/porcelain pavers. It does not apply to concrete PC bricks, concrete paving units or natural granite.

1. Establish the material identity first

Ask the supplier to identify whether the selected model is ceramic or porcelain, provide the production specification and state the tested water absorption. A stone-look print or a granite colour name describes appearance; it does not make the product natural stone.

Use clear enquiry terms such as outdoor porcelain paver, stone-look porcelain paving tile or anti-slip outdoor porcelain tile. Keep the internal “PC brick” reference only as an additional factory term.

2. Treat customs classification as an evidence question

HS heading 6907 covers ceramic flags and paving or wall tiles. At six digits, the subheading depends in part on tested water absorption: 690721 covers products with water absorption not exceeding 0.5% by weight, while adjacent subheadings cover other absorption ranges. The product name alone does not determine the code.

Before shipment, provide the broker with the composition, manufacturing process, absorption test, dimensions, thickness, intended use and product literature. Confirm the current destination tariff line, trade-remedy exposure and origin documentation for the actual goods. The website does not provide a binding customs ruling.

3. Define the outdoor surface and slip evidence

“Anti-slip” is not a universal rating. Record the exact surface, test method, wet or dry condition, result and acceptance criterion requested by the project. A textured photograph cannot replace a report for the selected model.

For pool surrounds, ramps, accessible routes and public spaces, the project professional should match the required test method and local rule to the installed condition, including contamination, drainage, maintenance and footwear.

4. Check water absorption and freeze–thaw exposure

ISO 10545-3 describes a method for determining water absorption and related properties of ceramic tiles. ISO 10545-12 addresses frost resistance. Request reports that identify the product, specimen and test revision, and confirm whether the destination or project requires additional evidence.

Do not infer freeze–thaw suitability from thickness, colour or the word “porcelain.” Installation drainage, substrate, joints and exposure remain part of the project review.

5. Connect thickness and breaking strength to the laying system

ISO 10545-4 addresses modulus of rupture and breaking strength. The report must be matched to the actual model and thickness. A result does not by itself approve every installation.

Bonded installation, raised pedestals, gravel or sand beds and other systems impose different support and edge conditions. Confirm the manufacturer-approved method, substrate, pedestal layout, joints, movement accommodation, drainage, perimeter conditions and design loads before specifying the paver.

6. Control appearance with samples and batch records

Approve a physical sample for colour, stone-look graphic, texture, edge, calibre and acceptable shade range. For larger areas, ask how graphic variation is distributed and how cartons or pallets identify production batches.

7. Build a freight-ready packing schedule

8. Use a United States and Korea review gate

For the United States, check the current Harmonized Tariff Schedule and whether the merchandise falls within any applicable antidumping, countervailing-duty or Section 301 scope. Scope and tariff treatment are legal and customs questions tied to the actual goods.

For Korea, confirm the current Korean tariff line with the Korea Customs Service and review whether KS L 1001, public-procurement requirements or project specifications apply. A reference to a standard is not a claim that a model is certified.

  6. Packing, weight, volume, destination and delivery terms.
