A WPC decking quotation can look complete while leaving the most important technical questions unanswered. A board name and price do not define its cross-section, allowable support arrangement, fastening system, movement allowance, surface performance or the evidence behind those claims.
This guide shows how to prepare a technical submittal for exterior wood-polymer composite decking when a project refers to ASTM D7032, EN 15534-4 or a local code. It is not a blanket declaration of compliance. The selected profile, formulation, accessories, test evidence, installation instructions and project conditions must be reviewed together.
Start with the scope of the standards
ASTM D7032 establishes procedures for performance ratings of WPC and plastic-lumber deck boards, stair treads, guards and handrails for exterior applications. Its public scope lists areas such as flexural performance, temperature and moisture effects, ultraviolet resistance, freeze–thaw, biodeterioration and fire performance; deck-board evaluation also includes creep-recovery, allowable load, fastener holding and slip resistance.
EN 15534-4 specifies characteristics for exterior decking profiles and tiles made from cellulose-based materials and thermoplastics. The BSI scope notes that it does not cover complete kits such as support rails and hardware. That distinction matters: a compliant board description does not automatically validate a complete deck system.
Create a profile-specific submittal
Every technical claim should point to the exact board under review.

Step 1: define use, exposure and design responsibility
State whether the deck is for a private terrace, hospitality area, boardwalk, poolside zone, public route or another use. Record pedestrian loading, moisture, salt air, strong sunlight, freeze–thaw exposure, ventilation below the deck and any fire or accessibility requirements.
The deck board, substructure, connections and supporting building are different parts of one system. Clarify which party designs and approves each part. A board supplier’s installation guide is important product information, but it is not a substitute for project engineering or local code review.
Step 2: insist on the actual cross-section
Request a dimensioned drawing of the quoted profile. Hollow boards can have different chamber geometry, wall thickness and edge construction even when their external width is similar. Solid boards can differ in formulation and density. Those differences affect weight, fastening, handling and the evidence required for the specific product.
Record nominal and allowed dimensional variation. If end cuts remain visible, define compatible fascia, end caps or trim rather than assuming a photograph represents the final detail.
Step 3: review span and load evidence as a system
Do not select joist spacing from a generic internet table. Ask for the manufacturer’s current installation instructions and the evidence used to establish the proposed support spacing. Check board orientation, number of spans, edge conditions, concentrated loads, stair use and any reduction required by temperature or moisture exposure.
Where ASTM D7032 or another performance framework is specified, request the report or evaluation that identifies the product, test basis and resulting limitations. The project professional should confirm how those limits apply to the actual deck layout.
Step 4: document movement, drainage and ventilation
WPC boards change dimension with temperature and moisture. The submittal should state side gaps, end gaps, perimeter clearance, butt-joint treatment and maximum board length for the installation conditions. It should also show drainage direction and ventilation below the boards.
A single gap value without a stated installation temperature, board length and product instruction is not a complete movement plan. Use the exact manufacturer guidance approved for the product revision.
Step 5: specify the compatible fastening package
List starter clips, intermediate clips, screws, edge details, fascia fasteners and any locking clips separately. Confirm substrate compatibility and corrosion exposure. State whether fasteners permit board movement and which boards are fixed as control points.
A board-only quotation should be labelled as such. Otherwise, two quotations can look similar while one includes the support and fastening package and the other does not.
Step 6: ask the right performance questions

Step 7: turn the take-off into an auditable supply list
Separate deck area from order quantity. Calculate boards from layout direction, usable cover width, joint gaps, board lengths and cutting pattern, then state the waste allowance selected by the project team. List accessories by type and quantity. Add special areas such as steps, hatches, borders and curves instead of hiding them in a square-metre figure.
Final board count, packed weight, volume, factory, origin port and lead time must be confirmed for the quoted supply. They are not universal catalogue facts.
Common WPC submittal failures
- The report names a product family but does not identify the quoted profile.
- The board is reviewed without its clips, screws, joists and edge details.
- Support spacing is copied from another profile.
- Expansion gaps are stated without installation conditions.
- A render or colour swatch is treated as proof of weathered appearance.
- The project area is quoted as board area without a layout take-off.
